		<description>It's all how you interpret the figures. To increase your "low" percentage, we could just lower the bar for entrance. Then you would get 70% and have graduates that can't write essays or 80% drop out rate.

Literacy and math skills in my opinion are more useful metrics. Achieving 100% literacy would be a better statistic to aim for.</description>
