That'll just doom the participation level.

We'd need to find some activities that actually encourage peeps to pipe up other than just passively sit there and listen.

One barrier to that is that many that turned up to the meetups barely know or recognize each other. One way for that is to introduce some form of avenue for peeps to be familiar with each other before, and follow up after the meet up. See the Satria Neo forum. 

One alternative to the forum would be to provide blog services to those without blogs and push them to Planet MyOSS. 

The list, IMHO, while it's one of the community's oldest tradition(?), doesn't really breed the sort of familiarity to liven up the meetups.
